Open Question: Is it normal for girls at an apartment complex pool to tan and swim topless?

I just moved into an apartment in Miami Beach, FL and I was shocked when I checked out the pool and saw about a third or more of all females by the pool area topless. I love to sunbathe topless, so I am actually delighted to see toplessness is tolerated, but I am just really really surprised. Has anyone else ever witnessed such a thing?... read more
